Q- A person just bought the house next to me for his son/daughter, and s/he will also be renting it out to others. Can they do this?
A- Yes, even if it is zoned R-1 or R-2 (single family). If it is zoned 'multi-family', then they can have their son/daughter PLUS 3 unrelated renters. Anyone can rent to one extra unrelated person anywhere in the city, but they still need to register the property as a rental.
