"College
Area Party Plan" Adoption
Issue- We believe that the city of Macomb, Illinois,
suffers the following problems: 1. Safety and quality of life decline
in areas where student renters reside in large numbers. 2. A decline in
enjoyment of our homes due to problems related to the actions of a small
but greatly troublesome amount of irresponsible renters, guests, and some
landlords, such as;
- an increase in disruptive noise, particularly during normal
sleep hours
- increased traffic, traffic accidents, and parking density
problems
- decreased ability to sleep undisturbed in our homes,
particularly during times of the year when the weather is nice and
students are more prone to having large gatherings out of doors
- increased theft, burglary, and property damage from transient
guests
- decreased curb appeal of our neighborhoods, particularly on
mornings after large parties are held

Proposed Solution- We propose to request, by
petition, that the city of Macomb adopt the "College Area Party Plan" for
Macomb, Illinois, as an official police policy to provide immediate relief
and support for the citizens and students residing in Macomb who desire a
living environment that is safe, conducive to sleep, allows for enjoyment
of our yards and porches, and sets a standard that persons who desire to
live in our city are expected to be good neighbors, or suffer the
consequences.
We also propose to request that the city ADD three provisions to the
CAPP program for our city as follows:1) That the city add a clause to
invite the WIU police department to support our bordering neighborhoods by
patrolling, responding to, and in some cases in place of the Macomb Police
when the Macomb Police Department is unable to respond promptly due to
high call volume.
2) That any VALID complaints police respond to AFTER 12:00 a.m. result
in IMMEDIATE party 'shut-down' AND that the disciplinary outcome be bumped
to the next level. (For example, if the residents were to receive only a
verbal warning, they receive a written warning ticket due to disturbing
the sleep of the neighborhood).
3) That any VALID complaints resulting in party shutdown also result in
tickets for littering if all garbage is not picked up by 8:00 a.m. the
morning following the party.
Actions- 1. We will
encourage homeowners, renters, and other residents of Macomb to contact
the members of the Macomb City Council to voice their opinions. 2. We
will gather signatures on petitions to show support for this
measure. 3. We will meet with all of the city council members AND the
Chief of Police in an informal setting prior to our request so they will
have the opportunity to review our material prior to our formal
request. 4. We will appear before the Macomb City Council to make our
request on a date to be announced soon. 5. We will also ask residents
of Macomb; -to keep their porch lights on all night the first three
weekends when WIU is back in session to "light up the dark" and let
students know that Macomb cares about the quality of our
neighborhoods. -to introduce themselves to the renters in their
neighborhood and help transient residents to feel more included in the
neighborhood -to call the police promptly and consistently whenever
noise or large gathers disrupt their sleep, hinder traffic, create
disturbances, or otherwise adversely affect quality of life in their
neighborhood.

OFFICIAL POLICY STATEMENT (College Area Party
Plan)
The communities in and around San Diego State University have had
continuing problems of disturbances created by parties during the
late evening and early morning hours. The San Diego Police
Department had a policy regarding those residences which create
disturbances that affect the peace of the neighborhood.
The policy is called the College Area Party Plan (CAPP).
Residences that have been identified by community members as sources
of past incidents of disturbances, will be contacted by a police
officer and will be notified of the CAPP policies. They will also be
provided with a written statement of those policies. A record of
this contact will be maintained by the San Diego Police Department.
THIS WILL BE THE FIRST AND ONLY WARNING THAT THE POLICE DEPARTMENT
WILL ISSUE TO THE RESIDENTS. Upon receipt of any future complaint at
any residence that has received the CAPP warning, the Police
Department will commit resources to to shut down the party and
disperse those attending the party. The CAPP warning on the
identified residence will remain in effect for one year. This period
of time may be extended indefinitely if necessary.
Furthermore, any party identified by officers or reported by
residencs, which have not previously been identified as a CAPP
residence, will be contacted by a police officer as previously
described. This will be the only warning received. A second call
that same day or in the future will result in the party being closed
down.
The police department will also be taking an aggressive
enforcement position regarding associtated violations that may be
related to the party location (ILLEGAL PARKING IN RED ZONES, WRONG
SIDE OF STREET, ALLEY PARKING, BLOCKED DRIVEWAYS, TRASH ON LAWNS,
ETC.). Traffic violations such as speeding, reckless driving, drunk
driving, squealing tires, and pedestrian violations will also be
strictly enforced.
Additional violations that will result in automatic closure of a
party include: minors in possession of an alcoholic beverage,
furnishing alcoholic beverages to minors, charging admission of a
fee or donation, and use of drugs and/or narcotics. Beer kegs will
also be seized in those cases where minors are in possession or
being furnished alcoholic beverages.
Police response to a CAPP residence may result in that party host
being arrested, and devices such as stereos, musical instruments or
other loud amplificaiton devices will be seized and impounded by the
police. Any property impounded will be held until a court appearance
is made by the defendant.

I. GOAL STATEMENT The ___________________ Police
Department does not wish to discourage parties, but rather,
encourages party hosts to be responsible and considerate to their
neighbors. In this way, peace and tranquility will be maintained in
the college area community for all citizens to enjoy. However, the
_________________ Police Department will take agreassive action when
appropriate, to help maintain the integrity of the College Area
Party Plan and the College Area community, bounded by
_________________________.
II. BACKGROUND The community surrounding
___________________________________ (known as the College Area
community) is historically plagued by large parties during the late
evening and early morning hours. These calls for service create an
enormous amount of out of service time for police personnel. The
__________ division has implemented the College Area Party Plan
(CAPP) program which can be used as a tool to reduce these types of
calls for services and enhance the service to the community. This
program will designate a specific location as a chronic disturbance
problem. Once a call for service is received at a CAPP location,
there is no first response warning issued so immediate enforcement
can be taken.
The CAPP program will allow three ways for a chronic problem
locaiton to be established or give a CAPP designation. Through the
use of the first response notice, which will be tracked through a
computer program; through first response which requires immediate
enforcement action; and through a citizen petition format. The CAPP
designation will last for one year, unless extended per the
program.
In addition, there will be certified letters sent to the owners
of the property informing them of the CAPP designation. Any police
response to these locations will result in cost recovery to the
responsible party.
III. DEFINITIONS
A. For the purposes of this policy, the boundary is the College
Service Area.
B. Chronic Problem is defined as two first response notices in
30 days, or first response where immediate enforcement is
necessary, or citizen generated via petition.
IV. PROCEDURE Contained within this policy there are
three ways in which a CAPP designation may be reached. The first way
is through our first response notice. Traditionally there has been
no method of tracking these notices. A computer program has been
developed which will allow personnel to log and track these notices
by address in the specific target area which has been previously
described. These notices can then be monitored. If any specific
location receives two or more of these notices in 30 days, then it
receives an automaticCAPP designation.
A second way this designation can be reached is by a police
response to a location within the target area which results in
immediate shut down. This can be either first or second response to
the location. Immediate shut down can result from uncooperative
guests or illegal activity. Illegal activities include but are not
limited to; creating excessive noise, litter, unruly behavior,
minors in possession of alcoholic beverages, charging admission of
any sort, use or possession of any illegal substance. After a shut
down occurs, complete a first response notice, and write on the
form, "immediate shut down", and the reasons why.
A third way a location can be given a CAPP designation is by the
use of citizen awareness. If there is a problem house in the target
area, the community members may petition the ____________________
Police Department to CAPP this locaiton, by gathering five names on
a petition. If a nuisance is determined to exist at the residence,
through calls for services and documented first response notices,
then it will be given a CAPP designation. If a property does not
meet CAPP requirements, the concerned citizens will be contacted,
and the reasons for not giving the CAPP designation will be
explained. All petition request sheets will be maintained at the
storefront.
FIRST RESPONSE Upon a first respons to a noise or party
complaint in the target area, the officer will issue a irst
response notice. Discretion can be used to effect an immediate
shut down, citations, or arests. Treat an immediate shut down as a
second response. If first response results in immediate shut down
then the officer who issues the first response notice will write
notes on the back of the officers copy stating it was shut down
and the reasons why.
The following needed information will be entered into the
computer system which will track the first response notices. Under
the following fields:
- Site address
- Control Number
- Date/Time
- Contact Name
the CAPP coordinator will: - submit a 31 day PAC file
(Premise Information). The reason for the PAC file is to alert
officers of prior activity during a one month time span.
SECOND RESPONSE For a second response in a 30 day period,
the property is immediately given a CAPP designation.
- Request a supervisor at the CAPP house when dispatched (if
it is a CAPP hours or shut down)
- Immediately shut down the party.
- Issue a first response notice, document on the back of the
first response notice, "Immediate Shut Down" and the reasons
why.
- Explain to the occupant the first response notice.
- Explain to the occupant the CAPP procedure which includes:
'zero tolerance' to parties & loud noise; that arrests will
be made for further responses; and impounding of property
related to violations (stereos, kegs, etc.)
- Explain to the occupant about cost recovery.
- Make appropriate arrest, if necesary, with signature of
reporting party.
- Impound appropriate property, if necessary.
All supervisors will be given training, and they will train
their officers.
The _____________ will mail CAPP notification letter to all
owners of properties and enter a one year PAC file (premise
information).
This begins a one-year probation period for which a property
remains on a CAPP status. If at any time during this one year period
another party disturbance is hosted at this location, then a one
year extension is given. If there are no further disturbances during
this time period then the CAPP disignation will be removed. If while
on probation another violation occus, then this location is give a
permanent CAPP designation. The property owner may petition to have
the CAPP designation removed by showing that he or she has taken the
responsibility to eliminate the source of the problem.
Once a location has reached a CAPP designation cost recovery may
be utilized. Cost recovery should be used as a tool only and may be
implemented upon an officers discreation and pending approval
through the scene supervisor. If cost recovery is going to be
utilized then it is the duty of the responding officer to log all
cost recovery information into the ______________ and at teh end of
shift send a copy of the incident to fiscal management. The goal of
the cost recovery program is to make the property owners responsible
for activities that occur on their property.
It is the responsibility of the officer issuing the first
response notice to put all remaining copies in the designated bin in
the report room. From there the notices will be entered by
___________________ into the computer
system.

College Area Party Plan Request Petition
The surrounding communities in the area of
_________________________ University have been plagued with problems
such as increased traffic, illegal parking and shortages of parking,
mini-dorms and college student parties. Numersous resident
complaints [noise, litter, unruly behavior, public drunkenness] of
individuals causing problems late at night, have been received by
the _______________ Police Department.
Subsequently, a contingency plan for the ________________
division has been instituted. This plan is the C.A.P.P. (College
Area Party Plan). The plan is designed to address 'problem' loations
by eliminating the 'first warning' of the problem houses. Upon a
singly signed complaint of a disturbance at the C.A.P.P. house, the
party host(s) will be arrested, and the implements associated with
the problem will be impounded (stereo equipment, kegs, band
equipment, etc.).
The criteria that will C.A.P.P. a house is five or more
surrounding neighbors consentually agree that a specific locaiton or
house is a constant problem. [The location shoudl be creating
excessive noise, litter, or unruly behavior which affects the peace
of the neighborhood}. The five neighbors will fill out the below
information. Each individual signing is acknowledging their
willingness to go to court to report their observations/complaints.
Once the five neighbors return the completed form , the request will
be investigated by a Police Supervisor. If the Supervisor agrees the
location is a problem the location will be included in the College
Area Party Plan. If this property does not meet the criteria for
CAPP, a supervisor will be in contact with a signer on this
contract.
